Jin Liqun

Jin is the inaugural President and Chair of the Board of Directors. Prior to this, he served as Secretary-General of the Multilateral Interim Secretariat tasked with establishing the Bank. Jin has rich experience across the private and public sectors and with MDBs. He served as Chair of China International Capital Corporation Limited (China’s first joint-venture investment bank), Chair of the Supervisory Board of China Investment Corporation and Chair of the International Forum of Sovereign Wealth Funds. He previously served as Vice President and then Ranking Vice President of the Asian Development Bank and as Alternate Executive Director for China at the World Bank and at the Global Environment Facility. Jin spent nearly two decades at the Chinese Ministry of Finance, reaching the rank of Vice Minister. He holds a master’s degree in English Literature from Beijing Institute of Foreign Languages (now Beijing Foreign Studies University) and was a Hubert Humphrey Fellow in the Economics Graduate Program at Boston University from 1987 to 1988. Jin is a national of the People’s Republic of China.

As Chief Secretary to the Treasury, he was one of the leaders of the UK coalition government between 2010 and 2015. He holds a BA in philosophy, politics and economics from the University of Oxford and is an honorary fellow of St Anne’s College, Oxford. He was knighted in 2015. Alexander is a national of the UK.

Joachim von Amsberg

Von Amsberg drives AIIB’s strategic direction, including its sectoral and country priorities, investment strategy and programming, economic analysis and research and operating budget. He oversees AIIB’s environmental and social policies, other operational policies and their implementation. Von Amsberg previously served in progressively senior roles at the World Bank where he most recently held the position of Vice President, Development Finance responsible for the replenishment and stewardship of the International Development Association and for trust fund and partnership operations. He holds a PhD in economic policy analysis and an MBA from the University of British Columbia and an MSc in industrial engineering from the Technical University of Berlin. Von Amsberg is a national of Germany.

Thierry de Longuemar

De Longuemar is responsible for the design and implementation of AIIB’s financial strategies and policies, including oversight of the Controller and Treasury departments. He previously served as both the Treasurer and Vice President of Finance at the Asian Development Bank and the African Development Bank. His career extends to the private sector where he worked in progressively senior roles in banking and energy, including postings at ABN AMRO, Credit Agricole, Compagnie Bancaire and TOTAL. He graduated from l’Ecole des Sciences Economiques et Commerciales in 1978. De Longuemar is a national of France.

D. J. Pandian

Pandian leads the investment portfolio for AIIB, having oversight for all sovereign and nonsovereign lending. In this role, he and his team of specialists are responsible for the end-to-end management of AIIB’s project pipeline from identification to implementation. Before joining AIIB, he had an extensive career spanning 30 years with the Indian Administrative Services, holding key positions at the state, national and international levels in the energy (oil and gas, power, renewable), infrastructure and finance sectors. During his career, he served in the Government of Gujarat in various capacities including Chief Secretary; Additional Chief Secretary, Industries and Mines; and Principal Secretary, Energy and Petrochemicals Department. He received his PhD in energy security and MBA from University of Madras, India. Pandian is a national of India.

Luky Eko Wuryanto

Luky Eko Wuryanto

Wuryanto is responsible for overseeing human resources, information technology and facilities and administration services. In this position, Wuryanto is also chair of the Information Technology Committee and the Human Resources Review Committee. Prior to this role, Wuryanto served in senior positions in the Indonesian government for more than 20 years, most recently as the Deputy Coordinating Minister for Infrastructure Acceleration and Regional Development, Coordinating Ministry for Economic Affairs. He has an undergraduate degree in engineering from Bandung Institute of Technology and a PhD in regional science from Cornell University. Wuryanto is a national of Indonesia.

Konstantin Limitovskiy

Chief Programming Officer/Senior Advisor to the President

Konstantin Limitovskiy

Mr. Konstantin Limitovsky heads the Client Relations and Programming Office. He is responsible for establishing, coordinating and maintaining high level dialog with client countries on country programming and their strategic infrastructure priorities and requirements. He joins the Bank from the Eurasian Development Bank where he was Deputy Chairman leading business activities in infrastructure. Before that he was responsible for international project finance at VTB Group in Russia. Over the challenging period of 2009 - 2010 he was involved in managing restructurings of the distressed real estate loan portfolio of Sberbank and established infrastructure finance practice there. Before that he helped developing and headed leveraged and structured finance operations for Gazprombank and Alfa Bank. Prior to that he led banking activities in infrastructure finance at the Black Sea Trade and Development Bank in Greece. Before 1998 he was in charge of project finance advisory at Mosnarbank Limited and Russian-American Investment Bank. Limitovskiy is a graduate of the Russian Finance University. He also holds MA degree in geophysics.

Gerard Sanders

Sanders advises the President and governance bodies of AIIB and is responsible for the legal aspects of the Bank’s work. Prior to joining AIIB, he was General Counsel of the International Fund for Agricultural Development, previously having worked at the European Bank for Reconstruction and Development, most recently as Deputy General Counsel. Beforehand, he worked with law firms in Wellington; Washington, D.C. and Amsterdam and in a corporate role in London. Sanders has graduate law degrees from Victoria University of Wellington and Harvard Law School. He is a Chartered Accountant (ANZ), a Fellow of the Chartered Institute of Arbitrators, Visiting Professorial Fellow at Queen Mary College, University of London and Visiting Scholar of China University of Political Science and Law. He is qualified to practice law in New Zealand, the state of Victoria in Australia and England and Wales. Sanders is a national of New Zealand.

Martin L. Kimmig

Kimmig heads AIIB’s risk management and his main responsibilities are to ensure the stability and financial continuity of AIIB. He oversees capital allocation and utilization, manages financial and nonfinancial risks (including reputational consequences) and fosters a strong risk culture throughout AIIB. Kimmig joined AIIB from The Rock Creek Group where he held the position of Managing Director covering emerging market equities. Previously, he spent a 24-year career at the World Bank Group, primarily in the International Finance Corporation where he held leadership positions in both investment operations and risk management. He holds a PhD in economics from the University of Freiburg and a CFA designation. Kimmig is a national of Germany.

He reports directly to AIIB’s Board of Directors. Sharif has more than two decades of experience in international development in Asia across major sectors. Before joining AIIB, he was the Country Director for the People’s Republic of China at the Asian Development Bank (ADB) and served as ADB’s Assistant General Counsel, Chairman of the Appeals Committee and Principal Director of the Central Operations and Services Office. Before ADB, Sharif was a partner at the law firm Walker Martineau Saleem in Lahore, Pakistan. He is a United Kingdom-qualified barrister and holds a Masters in Law from the University of Cambridge. Sharif is a dual national of Pakistan and the United Kingdom.

Wan is responsible for ensuring that all AIIB personnel observe and perform their functions consistent with the ethical standards required by the Code of Conduct for Bank Personnel. He spent more than three decades in human resource management, primarily in multilateral development institutions. Prior to his current appointment in September 2017, Wan led AIIB’s Human Resources Department. He previously served as Director of Human Resources and Director of Central Administration at the Asian Development Bank and the World Bank Group. He holds a professional diploma in administrative management from the United Kingdom and a certificate in Advanced Management from the University of Chicago. Wan is a Singapore national.

Huan Chen

Chen has served as Chief Officer of AIIB since it began operations in 2016, having joined the Working Group for the Establishment of AIIB as Deputy Head in February 2014. He holds a Bachelor’s Degree in English Literature and a Master’s Degree in Economics. In 1989, he joined China’s Ministry of Finance and has since engaged in international financial cooperation in a number of positions at the ministry’s World Bank Department and International Department. In 1999-2002, he worked at the Office of the Executive Director for China in the World Bank as Advisor and Alternate Executive Director. Chen joined the China CDM Fund Management Center in August 2007 as Deputy Director General and served as Director General starting August 2011. Chen is a national of China.

Dong lk Lee

Dong-ik Lee leads Investment Operations III Finance and Industry (including ICT). Before joining AIIB, Lee was Corporate Advisor for Temasek, Singapore. During 2008-2013, he worked for Korea Investment Corporation as Chief Investment Officer and Head of Alternative Investments. Prior to that, Lee spent five years as Head of Investments at STIC Investments, a private equity/venture capital firm in Korea, where he was in charge of managing the Korea Global IT Fund, one of Korea’s first global venture capital funds. From 1997 to 2001, he was Head of Overseas Investments Team at Samsung Life Insurance. From 1987 to 1997, Lee worked as Emerging Equity Market Analyst at the International Finance Corporation. Lee has a bachelor’s degree in economics from Korea University, an MBA in finance and investments and an MS in management information systems from George Washington University. Lee is a national of Korea.

Ostfield is responsible for building AIIB’s brand and driving its communications strategy, which includes media relations, civil society engagement, internal communications, sponsorship and digital communications. She is also accountable for AIIB’s commitment to transparency through its information disclosure policy. Prior to joining AIIB, she led the communications team at Capital One Canada. She has a BA in East Asian Studies from McGill University. Ostfield is a national of Canada.

Pang leads Investment Operations II: Energy and Urban. Prior to joining AIIB, he was CEO of Surbana Consultants and group chief operating officer of Surbana Jurong, a consultancy firm for urbanization, industry and infrastructure. Before Surbana, Pang held senior positions at Ascendas where Pang was, among others, senior vice president in charge of real estate funds. He was also stationed in India with Ascendas, managing the North India and Hyderabad operations and focusing on industrial park development. He also cofounded Abecha, an e-business joint venture between JTC Corporation, Microsoft and SESAMi. He began his career as an electrical project engineer in JTC Corporation. Pang is a national of Singapore.

Supee Teravaninthorn leads Investment Operations I: Transport and Water. Prior to joining AIIB, she served in the management team of the World Bank. Her experience in infrastructure planning and development in East Asia, Southeast Asia and Africa is long and well-established. She holds a PhD in economics from Hitotsubashi University in Tokyo, Japan. Teravaninthorn is a national of Thailand.

Prior to joining AIIB, Yang held senior positions at the Asian Development Bank, including as director of procurement and deputy country director for the People’s Republic of China resident mission. Dan holds a bachelor’s degree in English Linguistics and a diploma in Development Economics from Inner Mongolian Normal University and Beijing Normal University. She also has an MPA degree from Washington University. Yang is a national of China.

Quan Zheng

Zheng oversees development and implementation of AIIB’s strategies and operational policies including environmental, social and procurement policies. She leads coordination on investment project screening and programming, manages AIIB’s Project Preparation Special Fund, leads AIIB’s annual business plan preparation and manages corporate budget development and implementation. She served in a variety of leadership capacities at China’s Ministry of Finance and as Chair of the G20 Infrastructure and Investment Working Group in 2016 during the Chinese G20 presidency. She holds a master’s degree in economics from both the Graduate School of the People’s Bank of China and the University of Manchester. Zheng is a national of China.

Laval Wong Sick Wah

Wah is a Fellow Chartered Accountant England & Wales, a Certified Internal Auditor, a Certified Financial Services Auditor, a Certified Fraud Examiner and has a Certification in Control Self-Assessment. He is a Dean’s lister in the Executive Master of Business Administration at the Singapore Management University. He was the Head of Group Audit for Asia Pacific and Middle East at ABN AMRO Bank NV based in Singapore. With rich experience in financial institutions, he has set up and headed the internal audit departments of foreign banks in Singapore to provide professional and independent assurance and added value to support the achievement of the organization’s objectives. He evaluates both the design and effectiveness of the Governance, Risk management and Compliance processes; works with management on action plans and maintains oversight on resolution of audit issues. He is experienced across different cultures in Asia Pacific including Japan and the Middle East and has served in the Board of The Institute of Internal Auditors Singapore for several years as Board of Governor, Treasurer and as President of the Institute of Internal Auditors, Singapore. He has led over 800 internal auditors globally to comply with the Standards of the Institute of Internal Auditors on Quality Assurance. Wah is a national of Singapore.

Ke Fang

Fang is manager of the newly-created Implementation Monitoring Unit. This new unit will help AIIB stay in alignment with its investment priorities and help assure projects are implemented following high standards. Prior to joining AIIB, Fang worked for the World Bank for more than 15 years, holding various responsibilities including as Global Lead for Urban Mobility, Head of India Transport Team and Lead Transport Specialist. With over 20 years’ research and project experience in infrastructure planning, financing and development plus a number of publications, he is widely recognized by peers as one of the thought and practice leaders in Smart Mobility. Fang holds a PhD in Urban Planning from Tsinghua University, where he was a lecturer and research staff from 1997 to 2000. He was also a SPURS Fellow at MIT from 2000 to 2001. Fang is a national of China.

Jianping Huang

Jianping Huang

Huang oversees AIIB’s information technology strategies and the design, implementation and operation of IT systems. She joined AIIB from IBM where she held the position of managing consultant and led the consulting service for many large enterprises. She spent a five-year career at the World Bank as part of the Information Technology Group responsible for enterprise resource planning and document management. She holds a master’s degree from George Washington University. Huang is a national of China.
