Jin Liqun

Jin is the inaugural President and Chair of the Board of Directors. Prior to this, he served as Secretary-General of the Multilateral Interim Secretariat tasked with establishing the Bank. Jin has rich experience across the private and public sectors and with MDBs. He served as Chair of China International Capital Corporation Limited (China’s first joint-venture investment bank), Chair of the Supervisory Board of China Investment Corporation and Chair of the International Forum of Sovereign Wealth Funds. He previously served as Vice President and then Ranking Vice President of the Asian Development Bank and as Alternate Executive Director for China at the World Bank and at the Global Environment Facility. Jin spent nearly two decades at the Chinese Ministry of Finance, reaching the rank of Vice Minister. He holds a master’s degree in English Literature from Beijing Institute of Foreign Languages (now Beijing Foreign Studies University) and was a Hubert Humphrey Fellow in the Economics Graduate Program at Boston University from 1987 to 1988. Jin is a national of the People’s Republic of China.

Konstantin Limitovskiy

Mr. Konstantin Limitovskiy is Vice President, Investment Operations where he oversees the entire project cycle for sovereign and nonsovereign investments in Pakistan, Afghanistan, Central Asia, East Asia, West Asia, Europe, Africa and Latin America. Prior to this role he was Chief Programming Officer and Senior Advisor to the President of AIIB and was head of the Client Relations and Programming Office.

Konstantin joined AIIB from the Eurasian Development Bank where he was Deputy Chairman leading business activities in infrastructure. Before that he was responsible for international project finance at VTB Group in Russia. Over the challenging period of 2009-2010 he was involved in managing real estate loan portfolio of Sberbank and established the infrastructure finance practice there. Before that, he helped developing and headed leveraged and structured finance operations for Gazprombank and Alfa Bank.  Prior to that he led banking activities in infrastructure finance at the Black Sea Trade and Development Bank – international development bank based in Greece.

Limitovskiy is a graduate of the Russian Finance University. He also holds an MA degree in geophysics.

D. J. Pandian

Dr. D. J. Pandian oversees all sovereign and nonsovereign lending in South Asia and South East Asia. He is also responsible for the end-to-end management of the Bank’s project pipeline in these regions, from identification to implementation. From 2016 to 2019, Dr. Pandian served as AIIB’s Chief Investment Officer. During this time, he successfully delivered investments in 21 members, amounting to more than USD12 billion, and built a strong foundation for the future growth of AIIB. Before joining AIIB, he had an extensive career spanning 30 years with the Indian Administrative Service, holding key positions at the state, national and international levels in the energy, infrastructure and finance sectors. Dr. Pandian received his PhD in energy security and MBA from University of Madras, India. He is a national of India.

Joachim von Amsberg

Von Amsberg drives AIIB’s strategic direction, including its sectoral and country priorities, investment strategy and programming, economic analysis and research and operating budget. He oversees AIIB’s environmental and social policies, other operational policies and their implementation. Von Amsberg previously served in progressively senior roles at the World Bank where he most recently held the position of Vice President, Development Finance responsible for the replenishment and stewardship of the International Development Association and for trust fund and partnership operations. He holds a PhD in economic policy analysis and an MBA from the University of British Columbia and an MSc in industrial engineering from the Technical University of Berlin. Von Amsberg is a national of Germany.

Luky Eko Wuryanto

Wuryanto is responsible for overseeing human resources, information technology and facilities and administration services. In this position, Wuryanto is also chair of the Information Technology Committee and the Human Resources Review Committee. Prior to this role, Wuryanto served in senior positions in the Indonesian government for more than 20 years, most recently as the Deputy Coordinating Minister for Infrastructure Acceleration and Regional Development, Coordinating Ministry for Economic Affairs. He has an undergraduate degree in engineering from Bandung Institute of Technology and a PhD in regional science from Cornell University. Wuryanto is a national of Indonesia.

Gerard Sanders

Gerard Sanders advises the President and governance bodies of AIIB and is responsible for the legal aspects of the Bank's work. Prior to joining AIIB in August 2016, he was General Counsel of the International Fund for Agricultural Development, a specialized agency of the United Nations, working at its headquarters in Rome. Before that, Sanders held various positions at the European Bank for Reconstruction and Development in London, most recently as Deputy General Counsel. Earlier in his career, he worked with law firms in Wellington, Washington, D.C., and Amsterdam and in a corporate role in London.

Sanders has graduate law degrees from Victoria University of Wellington and Harvard Law School. He is a Chartered Accountant (Australia and New Zealand), a Fellow of the Chartered Institute of Arbitrators, a Chartered Fellow of the Chartered Institute for Securities and Investment, Senior Fellow of the British Institute of International and Comparative Law, and Visiting Professorial Fellow at Queen Mary College, University of London. Sanders is qualified to practice law in New Zealand, the state of Victoria in Australia and England and Wales. He is a national of New Zealand.

Dr. Martin Kimmig heads AIIB’s risk management. His main responsibilities are to ensure the stability and financial continuity of the Bank. He oversees risk capital allocation and utilization, manages financial and non-financial risks, including reputational consequences, as well as fosters a strong risk culture throughout the Bank. He further oversees the Bank’s compliance and integrity function assuring KYC/AML/Financial Crime and sanction compliance. He joined AIIB from The Rock Creek Group where he served as Managing Director covering emerging market equities. Previously, he spent 24 years at the World Bank, primarily at IFC, where he held leadership positions in both investment operations and risk management. Dr. Kimmig is a national of Germany.

Hamid Sharif

He reports directly to AIIB’s Board of Directors. Sharif has more than two decades of experience in international development in Asia across major sectors. Before joining AIIB, he was the Country Director for the People’s Republic of China at the Asian Development Bank (ADB) and served as ADB’s Assistant General Counsel, Chairman of the Appeals Committee and Principal Director of the Central Operations and Services Office. Before ADB, Sharif was a partner at the law firm Walker Martineau Saleem in Lahore, Pakistan. He is a United Kingdom-qualified barrister and holds a Masters in Law from the University of Cambridge. Sharif is a dual national of Pakistan and the United Kingdom.

Andrew Cross

Andrew Cross

Cross leads AIIB’s controller and treasury functions, and the development of new financial products and services, among other projects.  

Cross joined AIIB in May 2019 as the Assistant CFO. The role supported the CFO in ensuring sustainable financial strength and steady growth in financial resources, as well as to safeguard excellent credit ratings in support of AIIB’s overall mission.

Prior to joining AIIB, Cross was the Deputy Treasurer at the International Finance Corporation (IFC), a member of the World Bank Group. He supported the IFC Treasurer in providing leadership and oversight for IFC treasury hub operations in London and Singapore.

Cross joined IFC in January 2006 as a Principal Financial Officer and was a member of the funding team. He was involved in the Corporation's market borrowing operations and IFC program of emerging market local currency issuance.

Prior to that, Cross was an investment banker at Merrill Lynch International from 1993 onwards, initially based in London. He worked as a Director in Debt Capital Markets with responsibilities spanning Sovereign, Corporate and Financial Institution Clients in the Europe, Middle East and African regions. From 2000 to 2002, Cross was based in Johannesburg at Merrill Lynch International with responsibilities for Southern Africa Debt Capital markets.

Andrew has an undergraduate degree from the University of Waikato, New Zealand and an MBA from the University of Cranfield, United Kingdom.

Manshing Tse

Manshing Tse is responsible for ensuring that all AIIB personnel observe and perform their functions consistent with the ethical standards required by the Code of Conduct for Bank Personnel.

Since joining the Bank’s Ethics Office as a consultant in September 2019, Tse has contributed to policy development, policy compliance and provided advice on all matters relating to ethics to ensure that Board Officials and Bank Personnel observe and perform their functions consistent with the ethical standards required by their respective Code of Conduct.

Before joining the Bank, Tse served the Hong Kong Government for 40 years with rich experience in the field of ethics. From 2010 to 2016, he was the former Director of Corruption Prevention of the Hong Kong Independent Commission Against Corruption, promoting clean governance of Hong Kong through the promulgation of the sample code of conduct to be observed by all public officers in Hong Kong. He also handled complaints from prisoners in the capacity of the Official Justice of the Peace since 2008. In his previous employments, he had dealt with professional misconduct of teaching staff in Hong Kong particularly in relation to violence, sexual harassment and sexual abuse of students and served as prosecutor for professional misconduct cases for all medical practitioners and dentists in Hong Kong under the relevant chapters of the Law of Hong Kong. He has an undergraduate degree in Business Administration from the Chinese University of Hong Kong and a Post-graduate Diploma in Personnel Management from the London School of Economics. Tse is a national of the People’s Republic of China.

Chen has served as Chief Officer of AIIB since it began operations in 2016, having joined the Working Group for the Establishment of AIIB as Deputy Head in February 2014. He holds a Bachelor’s Degree in English Literature and a Master’s Degree in Economics. In 1989, he joined China’s Ministry of Finance and has since engaged in international financial cooperation in a number of positions at the ministry’s World Bank Department and International Department. In 1999-2002, he worked at the Office of the Executive Director for China in the World Bank as Advisor and Alternate Executive Director. Chen joined the China CDM Fund Management Center in August 2007 as Deputy Director General and served as Director General starting August 2011. Chen is a national of China.

Najeeb Haider

Haider leads the Investment Operations Region 2 Banking team responsible for Pakistan, Afghanistan, Europe, Africa, Latin America and Central, East and West Asia. The banking team covers i) Capital Markets & Structured Products, ii) Digital Infrastructure & Industry, iii) Financial Institutions & Syndications, and iv) Private Equity. After joining AIIB in September 2016 in the Policy & Strategy team, he transferred to Investment Operations in January 2018. One of his primary responsibilities in Policy & Strategy was developing and implementing AIIB’s strategy for Private Capital Mobilization, one of the Bank’s three thematic priorities.

Before joining AIIB, Haider was Managing Director & Asia Pacific Head for project and infrastructure finance at Citicorp International Limited and was based in Hong Kong. His team was responsible for supporting clients with bespoke financing solutions and for leading a number of award-wining infrastructure financing transactions across the region. Prior to the 21 years at Citicorp International Limited, Haider spent 6 years in corporate banking roles with JP Morgan Chase and Bank of America. Haider holds BBA and MBA degrees from the Institute of Business Administration, University of Karachi.

Dong-ik Lee leads Investment Operations III Finance and Industry (including ICT). Before joining AIIB, Lee was Corporate Advisor for Temasek, Singapore. During 2008-2013, he worked for Korea Investment Corporation as Chief Investment Officer and Head of Alternative Investments. Prior to that, Lee spent five years as Head of Investments at STIC Investments, a private equity/venture capital firm in Korea, where he was in charge of managing the Korea Global IT Fund, one of Korea’s first global venture capital funds. From 1997 to 2001, he was Head of Overseas Investments Team at Samsung Life Insurance. From 1987 to 1997, Lee worked as Emerging Equity Market Analyst at the International Finance Corporation. Lee has a bachelor’s degree in economics from Korea University, an MBA in finance and investments and an MS in management information systems from George Washington University. Lee is a national of Korea.

Hui Fong Lee

Hui Fong leads the Controller’s Department and is responsible for maintaining the integrity of AIIB’s financial position. She oversees financial reporting, internal controls, loan administration and day-to-day financial operations, and also ensures sound fiduciary management in relation to authorization of disbursements and administrative expenses, etc.

Hui Fong joined AIIB from Ernst & Young (EY) where she was an Assurance Partner responsible for the audit of large international banks. She holds a bachelor’s degree in Accounting from the University of Malaya, and she is a Certified Public Accountant in both Malaysia and Hong Kong. Hui Fong is a national of Malaysia.

Bee Choo is responsible for Human Resources. This includes talent acquisition management, development of rewards, and staff engagement. She graduated with a Bachelor’s in Business Administration from the National University of Singapore. She has over 30 years of HR experience. She has worked in different industries. She was in Standard Chartered Bank for 15 years. Her last job was a global one, supporting the investment banking business. In PayPal, she was the Senior Director, Human Resources, for the Asia Pacific Region for 9 years. She sat on the PayPal Pte Ltd Board which oversees the international operations of PayPal from 2014 to 2019. She is a Singaporean.

Domenico Nardelli

Domenico Nardelli is Treasurer of the Asian Infrastructure Investment Bank. Before joining the Bank, he was Treasurer of IFAD, a specialized agency of the United Nations based in Rome, Italy.

Prior to that, Domenico spent several years in investment banking in London, where he was Managing Director in Global Rates responsible for Public Sector coverage and EMTN issuance, firstly at Bank of America and then at Jefferies.

Domenico started his career at the Italian Treasury as an officer in the Public Debt Department, where he went on to become the Head of International Funding and Liability Management. During this time, he served as Advisor to the Executive Director at the IMF in Washington, DC. Domenico has a deep experience in asset and liability management, capital markets, and financial markets policy issues.

Domenico holds a BSc cum laude in Political Science from the University of Pavia, Italy, and a Master Degree from Scuola Superiore della Pubblica Amministrazione in Rome, Italy.

Alberto Ninio leads AIIB's operational support team in the areas of environment, social, procurement and financial management. Prior to joining AIIB, Alberto served in a variety of senior roles both at the World Bank where he left as its Deputy General Counsel for Operations, and, most recently, at Vale S.A., a major multinational mining and logistics corporation based in Brazil, where he served as its Sustainability Director. Alberto brings over 30 years of experience in the international development, regulatory, and corporate responsibility fields. Alberto has law degrees from the Federal University of Rio de Janeiro and from American University in Washington DC. He is a national of Brazil.

She also oversees the Bank’s business continuity framework. Prior to joining AIIB, Yang held senior positions at the Asian Development Bank, including as director of procurement and deputy country director for the People’s Republic of China resident mission. Dan holds a bachelor’s degree in English Linguistics and a diploma in Development Economics from Inner Mongolian Normal University and Beijing Normal University. She also has an MPA degree from Washington University. Yang is a national of China.

Zheng oversees development and implementation of AIIB’s strategies and operational policies including environmental, social and procurement policies. She leads coordination on investment project screening and programming, manages AIIB’s Project Preparation Special Fund, leads AIIB’s annual business plan preparation and manages corporate budget development and implementation. She served in a variety of leadership capacities at China’s Ministry of Finance and as Chair of the G20 Infrastructure and Investment Working Group in 2016 during the Chinese G20 presidency. She holds a master’s degree in economics from both the Graduate School of the People’s Bank of China and the University of Manchester. Zheng is a national of China.

Wah is a Fellow Chartered Accountant England & Wales, a Certified Internal Auditor, a Certified Financial Services Auditor, a Certified Fraud Examiner and has a Certification in Control Self-Assessment. He is a Dean’s lister in the Executive Master of Business Administration at the Singapore Management University. He was the Head of Group Audit for Asia Pacific and Middle East at ABN AMRO Bank NV based in Singapore. With rich experience in financial institutions, he has set up and headed the internal audit departments of foreign banks in Singapore to provide professional and independent assurance and added value to support the achievement of the organization’s objectives. He evaluates both the design and effectiveness of the Governance, Risk management and Compliance processes; works with management on action plans and maintains oversight on resolution of audit issues. He is experienced across different cultures in Asia Pacific including Japan and the Middle East and has served in the Board of The Institute of Internal Auditors Singapore for several years as Board of Governor, Treasurer and as President of the Institute of Internal Auditors, Singapore. He has led over 800 internal auditors globally to comply with the Standards of the Institute of Internal Auditors on Quality Assurance. Wah is a national of Singapore.

Fang is Manager of the Implementation Monitoring Unit (IMU) and Acting Manager of the newly established Operational Services Department (OSD).  The IMU is mainly responsible for overseeing the Bank’s investment portfolio, including both sovereign-backed and non-sovereign-backed financings. It also monitors and reports implementation performance of the projects that have been transferred from origination teams. Additionally, IMU also provides secretariat services to AIIB’s Investment Committee, leads and coordinates the IT system development for investment operations, and coordinates operations related data analysis and knowledge management. The OSD provides specialist services to support investment operations, in areas such as environmental and social development, procurement, integrity, financial management, and operational legal services that are critical to ensure high quality of AIIB’s investments.

Prior to joining AIIB as Manager, Investment Operations in 2016, Fang worked for the World Bank for more than 15 years, holding various responsibilities including as Global Lead for Urban Mobility, Lead Transport Specialist and the head of India transport team, and was instrumental in many innovative policy and investment activities in various countries across Asia and Africa. Fang holds a PhD in Urban Planning from Tsinghua University, where he was a lecturer and research staff from 1997 to 2000. He was also a SPURS Fellow at MIT from 2000 to 2001. Fang is a national of China.

Huang oversees AIIB’s information technology strategies and the design, implementation and operation of IT systems. She joined AIIB from IBM where she held the position of managing consultant and led the consulting service for many large enterprises. She spent a five-year career at the World Bank as part of the Information Technology Group responsible for enterprise resource planning and document management. She holds a master’s degree from George Washington University. Huang is a national of China.

Yuanjiang Sun

Yuanjiang leads the Client Relations and Programming team, Investment Operations (Region 1) covering South Asia and South East Asia. The team is responsible for conducting and maintaining dialogue with client countries on their strategic infrastructure priorities and overall investment programs. Prior to this role, he was the Principal Communications Officer in what was then known as the Communications and Development team where he played a leading role in overseeing the development of AIIB’s first comprehensive Policy on Public Information.

Before joining AIIB in 2016, Yuanjiang had an extensive career working with multilateral institutions on international and regional issues. He worked with the Asia-Pacific Economic Cooperation (APEC) at its Singapore headquarters from 1996-2001 as Program Director for Investment. Since 2010, he assumed the post of Deputy Director General of International Relations and Economic Affairs in China’s Ministry of Commerce and led negotiations on a number of major bilateral and regional arrangements on trade and investment as the Chief Negotiator. His last successfully concluded negotiation was the China-Korea Free Trade Agreement which became effective in December 2015. He holds a Bachelor’s Degree in Economics and a Master’s Degree in Business Administration. Yuanjiang is a national of China.

Jang Ping Thia

Thia is Manager of the Economics Unit. The unit is responsible for economic analysis, which includes macroeconomics monitoring, country and sectoral infrastructure needs, debt sustainability analysis, review of project economics, as well as supporting sector and investment strategies at the Bank. Prior to joining the Bank, Thia was the director responsible for national security and community budgets in the Ministry of Finance (Singapore), overseeing fiscal spending on security, sports, community and telecommunication infrastructure. Having graduated with an Economics PhD degree from London School of Economics, Thia was also previously the Director for Economics at the Ministry of Trade and Industry, responsible for macroeconomic analysis, research, policy evaluation, as well as the development of the Economist Service in Singapore.
